On December 8, Ambassador Lu Kang was invited to attend the 15th Bali Democracy Forum (BDF). In his speech, Ambassador Lu Kang emphasized that all countries enjoy equal rights to development, and should work together to make global development more inclusive, resilient, and beneficial to all. The international community should take into account factual and historical differences of countries, and help developing countries strengthen capacity building through active and effective global public goods, including technology transfer, so as to support their acceleration on the road to modernization.

The BDF is organized by the Indonesian Ministry of Foreign Affairs. The theme of this year is "Democracy in a Changing World: Leadership and Solidarity". Nearly 60 member countries, more than 70 observer countries and international organizations sent representatives to the BDF. Indonesian Foreign Minister Retno L.P. Marsudi delivered keynote speech at the opening. Foreign Ministers of Pakistan, New Zealand and Ecuador attended the forum. UN Secretary-General António Guterres delivered a video message.

During the forum, Ambassador Lu Kang also exchanged views with Ambassadors of countries such as Australia, Croatia, Belgium, Mozambique, and Switzerland to Indonesia.
