On March 9, 2023, Zhou Kan, Charge d'Affaires ad Interim and Minister of the Chinese Embassy in Indonesia, attended the 4th DataSecurAI 2023 WebSummit and delivered a video keynote speech. Coordinating Minister of Economy Dr.Airlangga Hartarto, Deputy Minister of Tourism and Creative Economy Angela Herliani Tanusudibjo, and Chairman of ABDI Dr. Rudi Rusdiah delivered keynote speech, and over 300 representatives from government , universities, and enterprises attended the summit.

Ladies and gentlemen,

Good afternoon. It is a great pleasure to attend the 4th DataSecurAI 2023 WebSummit on behalf of the Chinese Embassy in Indonesia.

Internet has profoundly changed our lives and brought  far-reaching influence over social and economic development, global governance system and civilization. It is the common responsibility of the international community to better use, develop, and govern the Internet for the benefit of mankind.

China stays committed to improving Internet development and governance. President Xi Jinping put forward the vision of a community with a shared future in cyberspace, and explained in depth a series of major principles and propositions in this regard. China also proposed "Global Initiative on Data Security" and "The Global Security Initiative", and released the white paper "Jointly Build a Community with a Shared Future in Cyberspace". In recent years, China's digital economy is flourishing. The application of digital technology is expanding. Digital empowerment has benefited our people. New achievements in this area are being made one after another.

China is improving information infrastructure and Internet application. China’s digital economy has reached 7 trillion US dollars, the second largest worldwide. The integration of China's digital and real economy is fruitful. Digital economy has become one of the main engines of economic growth.

China is working on new technologies and applications such as AI, the Internet of Things, and next-generation communication networks. Digital technologies such as 5G, big data, and AI are being applied in agricultural production and management. "Industrial Internet Innovation and Development Action Plan (2021-2023)》is under implementation. Digitization and Internet application are also becoming more intelligent.

China is using the Internet in public services such as education, health care, and poverty alleviation. Internet health care, online education, and remote office push forward the digitization of the service industry, make digital technology more inclusive, and improve the digital literacy and skills of the public, and speed up the implementation of the United Nations 2030 Agenda for Sustainable Development.

Ladies and gentlemen,

China attaches equal importance to development and security, strikes a balance between technological progress, and economic development and the protection of national security and public interests, and adheres to the following Internet governance principles:

First, respecting cyberspace sovereignty. Internet may be able to cross boders, but could never transcend sovereignty. Cyberspace sovereignty is a natural extension of the national sovereignty in cyberspace. We should respect the right of each country to choose its own development path and governance model, and to equally participate in global governance in cyberspace. We should respect the sovereignty, jurisdiction and governance of data of other countries, and refrain from obtaining data located in other countries through companies or individuals without others' permission.

Second, building a sound order. Like in the real world, freedom and order are both necessary in cyberspace. Cyberspace is not a place beyond the rule of law. Cyberspace is virtual, but the users of cyberspace are real and should abide by the law. The rights and obligations of all parties should be clearly defined. We should continue to manage, and use the Internet in accordance with the rule of law. 

Third, promoting openness and cooperation. The international community should conduct dialogue and cooperation based on mutual respect, mutual understanding and mutual accommodation to maintain peace and security in cyberspace. China puts forward the "Global Initiative on Data Security" and builds bilateral, regional and international cooperation platforms, with an aim to foster an open and inclusive, fair and reasonable, secure and stable, and dynamic global cyberspace governance system.

Fourth, safeguarding common security. The "The Global Security Initiative Concept Paper" issued by China clearly stated that all countries should practice the principles of extensive consultation, joint contribution and shared benefits in global governance, and work together to address various global challenges including cybersecurity. There should be concerted efforts to explore multiple channels, develop a holistic solution, and improve relevant rules, so as to find sustainable solutions. It should be pointed out that cybersecurity should not be the unilateral security of a few cyber powers, but the common security of all countries. Even less should cybersecurity be politicized, imposed with "double standards", or used as a tool to attack, suppress, and discredit other countries. China has always been and will continue to be the pacesetter in maintaining common cybersecurity.

Ladies and gentlemen,

China has embarked on the new journey of building a modern socialist country in all respects, achieving the second centenary goal, and embracing the great rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. China will strengthen the digital economy, further integrate digital and real economy, and create competitive digital industry cluster. Indonesia is striving toward the "Golden Indonesia  2045 Vision". Its emerging industries such as information communications, creative economy, and digital economy are booming. China and Indonesia are enhancing digital and cyber cooperation, signing Memorandum of understanding on cooperation in developing cybersecurity capacity and technology , and Memorandum of understanding on enhancing cooperation in the digital economy. Chinese high-tech and Internet companies such as Huawei and Tencent are investing in Indonesia, injecting strong impetus into bilateral cooperation. 

Meanwhile, Indonesia and ASEAN countries are focusing more on digital economy for future development. China’s cooperation with ASEAN continues to deepen in this area. The two sides have released documents such as China-ASEAN initiative on establishing digital economy partnership and Action Plan for Implementing the ASEAN-China Partnership on Digital Economy 2021-2025. Such consensus will drive the cooperation forward and open up even brighter prospects.

The world will become increasingly interconnected, digital and intelligent. China is ready to work more closely with Indonesia and other ASEAN countries on the basis of mutual respect and mutual benefit, to promote the development of the digital economy, and make greater contributions to a more fair and reasonable, open and inclusive, secure and stable, and dynamic cyberspace and intelligent world. Thank you.
