Since the restoration of
diplomatic relations between the People's Republic
of China and the Republic of Indonesia ( hereinafter
referred to as "the two sides") on 8 August 1990,
the bilateral relationship between the two
countries has developed rapidly and their mutually
beneficial cooperation has continued to expand in all areas.
The top leaders, governments and people of the two
countries have been working tirelessly for the continued
development of the friendly relations and
cooperation between the two sides. The two sides
maintain that to consolidate and strengthen the
friendly relations and cooperation on the basis of
equality, mutual benefit, mutual understanding and
respect between the two countries conforms to the
fundamental interests of the two nations and contributes to
peace, stability and prosperity in the region and
the world.
The two sides are of the view that
at the turn of the century China-Indonesia
relations are faced with important opportunities
for further improvement and growth. In order to
consolidate the existing traditional friendship,
strengthen bilateral cooperation in all areas in
the 21st century, the two sides agree to establish and
develop a long-term and stable relationship of good-
neighborliness, mutual trust and all-round cooperation. To
this end, the two sides have agreed to jointly
work out a framework on future directions of
bilateral cooperation and reached agreement on the
following:
1. The two sides reaffirm their
willingness to further strengthen the bilateral
ties and promote lasting peace, stability, and prosperity in
the region and the world on the basis of the
United Nations Charter, the Five Principles of
Peaceful Co- existence, the Ten Principles of the Bandung
Conference, the Principles enshrined in the Treaty
of Amity and Cooperation in Southeast Asia, as
well the universally-acknowledged principles of
international law.
2. The two sides believe
that frequent exchanges of high-level visits and
contacts are conducive to the sound and steady
development of the bilateral friendly relations.
They will promote the friendly exchange of visits between
government agencies, parliaments, political
parties, the military and non-governmental
organizations and encourage regular exchange of
visits between government officials of the two
countries at various levels. Their diplomatic institutions
will conduct regular diplomatic consultations and
make full use of various functions to hold
meetings.
3. The two sides agree to
take full advantage of the existing forums of
consultations to explore ways of bilateral and
multilateral cooperation in all areas. The two
sides will continue to maintain and strengthen such
mechanisms as the Joint Commission on Economic, Trade and
Technical Cooperation; the Joint Commission on Science and
Technology Cooperation; Bilateral Consultation on
Consular Affairs and Bilateral Dialogue on
Regional Security. The Joint Commission between
the Governments of China and Indonesia headed by
the two Foreign Ministers of the two sides will serve as a
high-level mechanism for communication and consultations
between the two Governments and provide policy guidance and
directions at macro level to bilateral cooperation
in various fields. Both sides also consider it important and
relevant to have these forums for consultation as
a venue to gain mutual understanding and support
on bilateral, regional and international issues of
mutual interest to the two sides.
4. The two
sides will increase their friendly cooperation in
such areas as trade, investment, science and
technology, agriculture, animal husbandry,
fishery, health and medicine, industry, forestry,
energy, transportation, mining, telecommunications
and information, finance, people-to-people
contacts, youth and sports, tourism, education,
legal assistance, defense, and political and
regional security on the basis of equality and
mutual benefit, fairness and justice, and mutual
respect and mutual understanding, with a view to
promoting lasting peace, stability and prosperity of the
region and the world.
To this end, the two
sides will be jointly committed to:
A. Promote
a more attractive, more favorable and better
environment for economic cooperation and trade;
increase transparency and impartiality of
trade-related regulations through the exchange of
information and the increased coordination;
B.
Simplify investment procedures, hold regular investment
promotion activities, and facilitate the continued
growth of two- way investment with practical safeguards;
encourage closer contacts and mutually beneficial
cooperation of various forms between business
communities of the two sides, including bilateral economic
cooperation and trade in a third country;
C.
Adopt a constructive policy, open up and expand new areas
with potentials for mutually beneficial
cooperation, and allow their private sectors to
play an active and positive role in cooperation in
all areas;
D. Actively facilitate academic and
technological exchanges and encourage joint research and
development projects in high- and new- tech areas, including
information technology, as well as the
commercialization of scientific and technological
achievements;
E. Strengthen the mutually
beneficial cooperation in such areas as agriculture, animal
husbandry, agricultural machinery and the
processing of agricultural produce, sign a
memorandum of understanding (MOU) on agricultural
cooperation through consultation; enhance
exchanges and cooperation in forestry in
accordance with the MOU on Forestry Cooperation
between the two countries;
F.
Strengthen fishery cooperation and explore the possibility
of concluding a mutually beneficial agreement or
arrangement on fishery cooperation through the
direct dialogue between the competent authorities
of the two sides;
G. Further enhance the
mutually beneficial cooperation in industry and
the development of mineral resources in accordance
with the relevant existing agreements concluded by
the two sides;
H. Strengthen the exchanges and
cooperation in the financial area, jointly commit
themselves to reforming and improving the
international financial regulatory regime; make
continued efforts to establish a new international
financial order favorable to all sides.
5. The two sides are ready to work together
and take practical and effective measures to
enhance their friendly exchanges and cooperation
in the areas agreed upon by the two
countries.
A. Further promote cooperation in
medical science and medicine, especially in the research and
production of traditional medicine, protection of consumers
as well as the prevention and control of
infectious diseases;
B. Enhance
exchanges and cooperation between the two countries
in culture and arts, conclude a cultural agreement
at an early date, reciprocally establish
friendship associations between the two sides,
actively encourage exchanges between non-governmental
organizations, and provide necessary facilities to
this end;
C. Actively promote cooperation in
tourism on the basis of equality and mutual
benefit and provide facilities for regular
exchanges between the two peoples, including
developing closer links for tourism cooperation
through an in-depth exchange of information,
simplifying visa procedures between the two sides and
initially discussing the possibility of new flight routes
across the two countries in an effort to attract
more tourists;
D. Make full use of their
respective advantages and step up their exchanges
and mutually beneficial cooperation in city
planning, housing, construction of public
facilities and environmental
protection;
E. Facilitate exchanges and
cooperation between their educational and academic
communities, exchange students through scholarship
programs provided by the two sides, encourage regular
exchanges between experts and scholars; and
organize joint research between the academicians,
experts or scholars of the two
sides;
F. Work for increased
exchanges and cooperation in youth activities and
sports.
6. The two sides will respect each
other's legal systems, enhance their judicial
exchanges and strengthen their law enforcement
cooperation in combating organized cross-border crimes,
drug-trafficking, smuggling, cyber-crimes, economic crimes,
and other criminal activities.
7. The
two sides will strengthen their consultation and
cooperation at UN, WTO, APEC, ASEM, ASEAN, ARF,
the Informal Leadership Meeting between ASEAN and
the People's Republic of China, Japan, the
Republic of Korea and other multilateral
organizations on regional and international
political, economic, security and other issues of
common interest, thus promoting peace and development in the
region and the world.
8. The two sides
reiterate their commitment to the principles of
mutual respect for independence, sovereignty and territorial
integrity. The Chinese side holds that Indonesia's
stability, integrity and prosperity are conducive
to peace and development in the region, and supports the
Indonesian Government in its efforts to maintain
national unity and territorial integrity and to
facilitate ethnic reconciliation and promote
harmony in the country on the basis of equality.
The Indonesian side reiterates its continuing
adherence to the One China policy and its
recognition that the Government of the People's
Republic of China is the sole legal government
representing the entire Chinese people and that
Taiwan is an inalienable part of China and
supports the process of peaceful reunification of
China.
9. The two sides are satisfied with the
continuous development of China-ASEAN friendly
relations and the positive results achieved in
recent years. The Chinese side appreciates the role
Indonesia plays in promoting the development of
China-ASEAN relations and supports its efforts in
enhancing ASEAN solidarity and cooperation and
pushing for a bigger ASEAN role in international
and regional affairs. The two sides reaffirm their
continued commitment to a China-ASEAN partnership
of good- neighborliness and mutual trust.

The two sides are of the view that thanks to the
unremitting efforts of the governments and peoples
of the relevant countries, the economies in the region have
gradually freed themselves from the harmful effect
of the financial crisis and are now on their way to
recovery. Asia, East Asian countries in
particular, after necessary economic
restructuring, will continue to be one of the most
dynamic and promising regions in the world
economy. The two sides stress that Asian countries
should uphold their own values, choose their
development path suited to their actual national
conditions, and conduct more extensive cooperation so as to
jointly respond to opportunities and challenges brought
by the economic globalization.
11. The two sides believe that in
face of the risks and challenges, to seek peace,
security, stability, prosperity and cooperation
remains the main trend in the region and the world at
large, and multi-polarization has become a general
trend in international relations. The two sides
emphasize that the United Nations Charter, the
Five Principles of Peaceful Co-existence, the Ten Principles
of the Bandung Conference and the universally
recognized basic norms governing international
relations should continue to be the basis of a
just and more balanced new international
political, economic and security order, and should
therefore be observed by all nations. No country
has the right to interfere in the internal affairs
of other sovereign states under any
pretext.
12. The two sides reaffirm their
position that both the principle of universality
of human rights and the national particularities
of each country, including its cultural background, should
be respected. They consider it essential to exchange views
on the promotion of human rights at the
international level in the spirit of cooperation, dialogue
and non-confrontation as well as respect for the
principles of state sovereignty and non- interference in
each other's internal affairs. They maintain that
human rights issues must not be solved at the
expense of the principles of state sovereignty and
sovereign equality among nations or in
contravention or violation of the principles on
which the United Nations itself was
founded.
13. The two sides reaffirm the
importance of resolving international disputes by
peaceful means and call on the Asian- Pacific countries and
the rest of the world to take cooperative measures
to build up confidence and trust. The two sides agree
that the Anti-Ballistic Missiles (ABM) Treaty and
the Treaty on the Southeast Asia
Nuclear-Weapon-Free Zone play an important role in
maintaining international peace, security and strategic
stability. The two sides support the endeavors of
forging a universal and effective compliance with
the implementation of the provisions of bilateral
as well as multilateral agreements on disarmament,
disarmament of weapons of mass destruction in
particular. Failure to comply with these treaties
will only threaten regional and global peace and
stability.
14. The two sides reaffirm that
they will continue to support the solidarity and
cooperation among developing countries, and the Non-Aligned
Movement, and encourage developing countries to
participate in international affairs on an equal
footing and to seek an appropriate place in the
new international order.
15. The two sides
undertake to work together for the continued
development of the bilateral relationship, the
establishment of a fair and equitable new
international political and economic order and the
maintenance of world stability and prosperity. The Ministers
of Foreign Affairs of the two countries will
jointly review this Joint Statement on the Future
Directions of Bilateral Cooperation if the two
sides deem it necessary and at the request of
either side. Any difficulty, differences and
disputes regarding the interpretation and
application of this Joint Statement which may
arise, shall be resolved by the two sides on the
basis of consensus through friendly consultation.
